well, that's not a simple question...
start from the ground up... need to think about everythng from domestic waste lines, to water supply, power feeds, electrical, mechanical (HVAC), plumbing, fixtures, insulations, title 24 (depending on where you are), windows, framing, concrete, footings, roof, finishes, fixtures, lighting... and it goes on and on and on..

Hire a contractor, do not attempt this by yourself. This isn't like building a dog house.

countryplans is one place you could start. Also try RESPECTABLE contractors. Maybe you could volunteer for habitat for humanity. There is a ton load of building stuff out there you'll just have to search and search and search and search.
