They just show up randomly, after you take any in-world action. Very low frequency events. You can't do anything to make them more or less likely to occur.

The link to the faerie quests page is somewhere in Faerieland (of whatever its called... I kinda forget) There should be like a little cloud or house or something labeled "Faerie Quests"
I'm not exactly sure what you're asking, but if you're asking how to get an Air Faerie or Fire Faerie quest then I'm sorry to say that they're only given out as random events.

quests from the faeries always come random, you can't go anywere specific to get them. you have to just roam neopia, and then at some time you will get them =)

They come up at random, like np and paintbrushes and you can't go to a page for them sorry
