If they are retracted you most likely have a Hernia and should see a doctor right now bofore it get any worse.

That is indescriptive. Do you mean to say that it has retracted back into the body cavity? Or is it just higher than the other (the R. one is usually higher (closer to body) than the L. one is) or is it really not visible?
I think you need to see your dr.

No if it goes up and then remains inside the groin!
Testicles can move inside scrotum.
Anyway, you can consult a doctor, but it however should be too late to safe the testicle in the case it is not working!
