It is Maslow who theorized that motivation is driven by the existence of unsatisfied needs (or deficient states as you put it.) In describing his hierarchy of needs, Maslow suggested that when a need is mostly satisfied, it no longer motivates ( and hence, you move up to the next level of the hierarchy.)

Viktor Frankl, by the way, believed that the search for meaning is the primary motivation of humans.

Maslow is most famous for his hierarchy of needs where he states that you have to have each level of need met before moving on to the next until reaching self-actualization. It starts at the most basic with physiological needs. For more info, check out hierarchy of needs on wikipedia.
