How can I look up somebody's background for free?

I'm looking for a James R. Handschumaker

if you find them you can ask them for free (lol) but the work of finding him and convincing them to tell you may cost you.
try the soc. sec. records and the telephone directories if that fails you could also try an online service.
I used a person search service-it didn't cost what it was worth and I did find the one I was looking for.

Just go to google, yahoo etc...... then type " James R. Handschumaker background".
