i understand that ammonia is basic but, only as ammonium hydroxide... what i don't get is the dry and wet part... please help.. gotta real big chem exam..

When a dry chemical such as ammonia gets exposed to oxygen, it undergoes oxidation, thus releasing a derivative of ammonia into the air as a gas, which reacts with the litmus paper (and turning it blue, because of its basicity).

Water absorbs ammonia from the air. A little of that ammonia then ionizes to NH4+ & OH-.

You answered it yourself. When you add ammonia NH3 to water you get NH4OH (ammonium hydroxide which is basic.
