when you edit your profile select avatar (after you have created one ofcourse!)
1. Click on your blank picture it will take you to your page
2.Click "edit my info" on the right
3. "Edit my yahoo avatar"
4. Save changes to your avatar
5.Click use my avatar on the edit my info page"
6. Click "preview" at the bottom
7. Click "accept" on the next page on the bottom.
viola you should have one.

I HAD THE SAME PROBLEM WHEN I HAD DESIGNED MY AVATOR THEN I WENT BACK TO THE BEGINNING AND REALISED I HAD NOT GONE TO THE LAST PAGE AND pressed accept or something like that it was so easy to miss try again and it will go straight away

on your profile website, pick edit my information, then go there, and, in case you pick a real image, pick "create my 360 website", a sparkling window will open, go there fill the kind, upload a image; come decrease back to the edit my information website on questions and solutions and choose "pick my 360 image as an avatar", then click "shop".

in your profile click on edit my info then scrole down ad select show my avatar ... good luck
