the state of Illinois took my taxes this year and had no right to do so. now that i have proven that they had no right to do so they are dragging their feet to give my money back. every body is telling me to call them every day and bug them about and they well get tried of hearing from me and give my money back. is this wise or will it back fire in my face and piss them off so they take longer?

You might call your legislator and let him or her do the bugging... they tend to get faster results.
