It is a perfectly normal motherboard design. I assembled two computers using different MB. One mouse stays on all the time while the other one stays off when computer is off. Unless you physically switch off the power supply at the back of your computer you mouse's optical light will always remain on. I have noticed a fair amount of computers which has this characteristics. If the light bugs you, then you could always switch to the older trackball mouse.

Either your mouse has a battery or your wall switch is naff and your mouse is being powered by your computer on standby.

Its the capacitors on the mobo and powersupply that are keeping the light on for a short time...check it after a few min and it should be totally off...just a guess...
