Psychologists have studied the effects of childhood abuse on the brain. Its clear that when the fight-or-flight response is provoked over and over again by repeated abuse, something happens to a child's brain. Neural pathways are reworked. These children often have behavioural problems that are akin to PTSD (post traumatic stress).
When these children grow up they don't think like other people. They can't behave like other people. And they tend to abuse again.
Does this mean that they are not responsible for their actions? Yes and no. Just because someone is more likely to do something doesn't mean they will. And it certainly doesn't make the action socially acceptable or forgivable.
My point is--we don't yet know enough about what abuse does to the brain. We are only in the infant stages of child psychology. I mean, twenty years ago it was just assumed that children would "get over" whatever happened to them!
Should child abusers go free? Absolutely not. Their own abuse doesn't excuse perpetuating the abuse. But, what an opportunity to study them and find out how we can prevent these things happening again! I say keep them in asylums and study them.

Uh, hello... the military needs many fine men and women willing to die for their country... since we are out of those, send these guys.
On the more serious side. The problem isn't the people that are child molesters (I mean they are a problem) but they are a symptom of a much larger issue in the US and that is our own sexual repression.
People are so concerned and afraid of their own bodies and instill that same thing in their childen that they end up looking for some way to release the anger and tension and hurt that they bring on themselves through these things. We repress just about everything in the US.
All over the world people are far more open about drugs, sex, family, problems, relationships, etc that these things (while they do happen) are not as rampent as they are here. Sure, it is still a big problem worldwide but the US leads on may counts.
If you want to resolve these issues (it could be anything from molestation to racism) you have to start with education, not the children but the people around the children. A child's enviroment is where they learn what they learn. You can teach a child for 22 hours a day that rape is wrong but if their care giver, or friend, or priest, or neighbor is raping them then guess what is likely to happen later on in their lives...
Molesters don't act out of sexual desiers they act of the need to control, their anger drives them to it. That anger is often based on repressed sexual needs or other darker things but education and creating a positive enviroment for people to grow up in and live in is they key.
Think about the superbowl with the "wardrobe malfuction" and how many people were so upset about that. Why is it a big deal? A girl's boob was out of focus on tv for less then a second... Why didn't parents just sit down and explain what happened and let their kids know that the human body is a wonderful thing and that it is nothing to be ashamed of.
Telling the children that will go a long way towards making them less repressed then telling them that their body needs to be covered and that sex is a bad thing (when we all know it isn't).
How do we fix the molesters we have now? They need help, they need to see a therapist, they need to work through the issues that drive them to commit these acts. In truth, they are not any different than anyone of us, they are a product of their enviroment.

They can't be executed or spend the rest of their lives in jail because the Catholic Church would lose many of it's priests who were simply moved to another parish or country. Punishment doesn't change the molesters. The problem is that victims of child molestation become child molesters. Sex education is the answer, sexual ignorance is never the answer. Sex education should be mandatory, forget what the religions say.

I don't really know...they must be punished...after all its rape of a child it should be a life sentence..the only problem with that some adults could use a their child to send their spouse or family member to prison falsely..I don't think you will ever end this cycle...not all rapist were sexually abused..and not all abused become rapist...its like murder you can never end it..and remember is mostly a member of the family that does it as well..or close friend...

We should put them in solitary confinement for a year straight - no talking, no seeing other people, no TV or other communication. Just a soundproof small room with a toilet, a bed, a chair, a window overlooking no human activity, and healthy simple cheap meals slipped into the room. They will only be stuck with their own mind. They'll learn to tame it.
This is the best solution. Anything else is naive.

actually if ppl cared about the problem they would try to prevent it not wait til the kids were molested first...
there are currently no real resources for ppl who might suspect that they have these feelings towards children...we should be supporting ppl who are trying to prevent themselves from acting on these feelings and not condemning them...
all ppl who keep prevention efforts from being created (which are many of the ppl who are responding to your question) are the reason this cycle continues...

1. Analyze perpetrator for hormonal and mental imbalances.
2. If any are found...a suitable lifelong sentence of isolation or close survelance may be necessary.
3. If no imbalances are found and the act was done out of pure perversion and malice; execution by lethal injection, then immediate cremation and use ashes a firtilizer.
(Simply put that is.)

Build a massive prison in the middle of the Atlantic ocean, transport all the child molesters, and murderers, along with gang bangers.....just the bad ones.....to the prison, let them fight it out, they'd all end up dead.......but we can't let them have any communication with the outside world......none.....only time they get any contact is when their food (for the entire day) is taken to them, and dropped in the yard.........again, let them fight it out.... I know, it's cruel, but look what they did.
