why does'nt seeds grow when you just water it with vinegar i need to know

Vinegar is acidic, and that acid will actually kill plants. The grocery store vinegars are 5% acidity. You can get it as high as 20% acidity but that will work like Round Up and will kill anything that's green (weeds, plants, whatever). Hope that helps.

Vinegar is not water- it maybe wet but its ph is way different than water.

Vinegar would kill them. Use water.
