i am looking for a mid 90 car with decent gas milage but that still has working cruise control. what types of cars might i be looking for?

My mom's minivan (Plymouth Grand Voyager) was from the late 80's. It had cruise control which worked flawlessly up to the year 2000 when we had to stop using it due to transmission problems. I don't think you will find too many mid 90s cars with non-functioning cruise controls unless the vehicle was abused.
If you want a cheap car that is cheap to fix try to stick with the American brands. The Japanese brands are reliable, but the parts are very expensive. Considering the age of vehicle you are looking for you should also pay attention to the vehicle's mechanical condition. In fact you might want to take a mechanic friend car shopping with you. If there is a problem that can be seen visually they will be able to point it out.
For decent gas mileage I suggest looking at nothing larger than a midsize sedan with a 4 cylinder engine.

Just about anything with a 4cyl or V6 engine in it. My 87 Mustang has cruise control, and gets 30mpg. I paid $400 for it, but it needed trans work that cost about $1500, so really it cost me right around $1900, looks good and runs great.
