Pick up a current copy of Children's Writers and Illustrators Market. Not only does it contain listings of publishers (magazines, books and small press) and literary agents, but it also contains helpful tips on querying, formatting and additional resources.
The children's book market is very very tough to break into. Be prepared for a struggle and lots of rejection.

Getting a good book published is next to impossible. First you must find a reputable agent with a high recommendation. Even that is hard. Publishers won't even consider the book without the agent.
