I can hear this noise from both the outside and inside of the car. What could it be?? Any ideas?

Doesn't matter. The 06 Rio has a 100000 mile warranty. Just take it to the dealer and tell them to fix it

Get a helper and with the engine off listen for the noise with the doors closed and windows shut. If the noise is louder inside the vehicle than outside, the problem is likely to be a clutch pedal clevis bushing. If the noise is louder ouside the vehicle than inside the problem is likely to be a clutch fork pivot. Hopefully the car is under warranty, if not lubrication at one of those points should help.

Probably either the clutch pedal bushing located under the dash, or the grommet where the clutch cable goes through the firewall. Best way to fix it would be a little bit of silicone grease on either of these if they are rubber. If it is a metal to metal contact point, then use white lithium grease.

Also, could be the clutch throw-out bearing going bad.
