What is the cheapest device for using internate by sim card of mobile phone? PDA? GPRS mobile phone? other?

I want to use for web browsing. So larger screen is better.

The best deal is using laptop and a card, but if you want to use a phone, PDAs (Blackberry or Treo) are the best Don't get a smartphone (better for Text and emails).
