I mean a penalty shootout when it finishes on a draw.
I heard that once the ball hits the post and doesent directly enters the "play is over."

No. Once the ball hits 'something' (be it the 'keeper, the woodwork or the net if it goes in) the kick is over.

So it wouldn't be counted.

Yes. And this did actually happen in the World Cup shootout in the quaterfinals between France and Brazil way back when. The Brazilian keeper argued but the ref would have nothing of it.

More--I researched this more and the game was in 1986. The link shows highlights. It's 8 minutes, but well worth it--one of the great games ever played. It ends with the shootout. The third French kick hits the post, the keeper, and goes in. The Brazilians complain, but the goal is allowed. Enjoy.

It is. The rules were changed as a while ago the ball was deemed 'dead' as soon as it hit the post and didn't cross the line.

It happened that in a penalty shoot out (it think it was in a World Cup tournament) where the ball hit the post, hit the keeper and went in. The ref wrongly allowed the goal to stand, and after the tournament FIFA changed the rule to allow the ball to finish its flight before it is deemed 'dead'.

in the past law it wasnt count
in the new law it say that the ball should fully stopped then penalty will be ended
so in this case if the ball hits the post then the keeper and enters , it counts goal

Yes it is, if the ball crosses the line after hitting the keeper it will count. I seem to remember it happening in a world cup shoot out but i can't think which one

yes there is no difference on the ball hitting the keeper and going in than hitting the post then the keeper and going in if its over the line on 1 strike then it counts

Yes, does not matter how, but as long as the ball completely crosses the goal line, it stands

As far as I know, if the ball goes past the goal line then it's a goal.
