this is on a '02 Kawasaki Vulcan 1500 Classic. I can get the bike started but the gas keeps pouring out of the hose by the battery. Any ideas on why and what I can do to fix this problem

It could be a sticky float, but I'm betting on a chunk of debris keeping the float needle from seating. In any case, you should flush the lines, change the filter and clean the carbs.

Lightly tap the carb bowls (carb bottoms) with the handle of a screwdriver to unstick the floats inside. Make sure that it is gas coming out and not battery acid from the battery overflow tube.

Check the floats for restrictions. Check the float valve for wear or some foreign matter keeping it from closing all the way.

It sounds like (for whatever reason) your carb bowls are overflowing.

At any rate, get if fixed quick. One spark from exhaust and something not so good might happen.

Sounds lika a stuck or gummed up float in one or more carbs. If you are mechanically inclined, you might be able to fix it. If not, take it to a dealer.
Could be a plugger fuel filter, too, but less likely.
