Yes, they do, but let me tell you from personal experience, use it only for emergencies, because you will pay dearly! Something along the lines of $2.50 per minute (international roaming).

if you park under the peace bridge you should be able to pick off the buffalo ny tower and avoid those nasty roaming charges.
