"Texas’s exotic pet law states, “A person may not own, harbor, or have custody or control of a dangerous wild animal for any purpose unless the person holds a certificate of registration for that animal issued by an animal registration agency.” Tex. Health & Safety Code. The animal control office with authority over the location at which the animal is kept issues these registration certificates, or, if no such office exists, by the county sheriff. Permits are effective for one year, and can be renewed."
So I believe it's possible to own a sloth if you can attain the proper certificate, but the difficulty of doing so would vary by region. Also, I know that a lot of supporting documentation is necessary to get one of these licenses, and I'm not completely sure what circumstances are necessary for permission to be granted.

Texas-
* It is illegal to take more than three sips of beer at a time while standing.
* You can be legally married by publicly introducing a person as your husband or wife 3 times.
* It is illegal to drive without windshield wipers. You don’t need a windshield, but you must have the wipers.
* It is illegal to milk another person’s cow.
I am not sure if sloths are legal in Texas, maybe you should research that topic...

They are not allowed without very restrictive permits.
Why on earth would you want one anyhow? They are crawling with bugs of numerous varieties, they have mold and algae growing in their fur, they are not pettable, and need a very specific environment to be at all comfortable.

I saw a pet store in houston that was selling them. I think they are still young and were hand raised. since they are still babies they probably dont have plants growing on them or anything else that makes them smell.
