Did you mean to convert a .wav file into mp3 format? If so, please try mp3mymp3 software which can be had by searching on google.

Are you seriously asking how to convert mp3 to mp3? If you are, I think you need to find a different profession.

When I downloaded it months ago it was free so I'm not sure if it still is but you can check
