If the top bidder falls through or if you have more than one of those items and didn't put it up onthat auction. I do tthis when I'm selling a hot item and other do not have the item for sale. I put one on and let the bidding end. I sell to the top bidder and the second sometimes I'll sell as many as 5 bidders down (top five bidders).

The highest bidder fell through, usually by lack of payment. So the second-highest bidder gets a shot to buy the item at the price they bid for it. I've only done this once, but it worked out well!

I have been selling on ebay for quite sometime and what it will do is it will ask the previous bidder who lost for a second chance offer.

if your item doesnt sell, i think ebay gives you a dicsount if you put it up for sale again
or, i think it could mean if somone sells an item and you dont win it, it will send you a second chance offer from the seller that has the same item up for sale again

Also, sometimes the seller actually has more than one of the item, and they're offering it to you without having to go through the whole bidding thing again.
