Depends on the kind of site you want. http://www.geocities.com/ allows you to create a website instantly and for free by just signing up. There are lot of tools to help you create pages quickly.

If you need a more professional website, then you will need to do 3 things:
1. Buy a domain name from a domain registrar (try godaddy.com)
2. Get a webdesigner to create some pages for you (or you can do it yourself using tools like frontpage or dreamweaver)
3. Buy some web hosting space and post your pages there for the world to see!

To create your own website, I recommend an html editor with a "Design" view, such as Dreamweaver or FrontPage. These are "WYSIWYG" (what you see is what you get) in "Design" view. As your experience level rises you will find yourself using the split view where the code is displyed on one half of the screen and your design is displayed in the other half.
If your ISP provides you with the web space you will be using, just find out from them where you need to upload the files. You can upload files easily with an ftp client such as Smart FTP which is free. Once your files are uploaded to the host they can be viewed at the web address your ISP provides.
If you wish top have a web address of your choosing, such as, www.yoursite.com, you need to register a domain name for your site. Do a search for "Domain Names". You will find several. There will be a domain name lookup where you will type in your desired web address and find out if that name has been chosen already.
Then you need a web host. There are a few options here, too. Choose one that has the options you are looking for.
Once all this is in place you will upload your completed web site files to your new web host, where they will be displayed on the internet at the web address you have chosen.

You can use a free site builder that comes with Yahoo or if you know anything about Adobe or Macromedia products you can use FrontPage or Dreamweaver. You should know something about HTML as well. FrontPage is a little easier to use for beginners. Are you familiar with any of the above?
