I recieved a vehicle, and is not registered in name, if I send it back to the dealership via towning, who is responsible for the costs of towing.

It is a question of ownership, not registration. If the dealership still owns the car call them up and tell them that one of their cars is gathering moss at 2345 XYZ Street and they ought to come pick it up before it gets impounded by parking enforcement.

I maybe reading into your question, but it seems like you bought the car and want to return it? Why tow it? Did it break? Is there a warranty? Want them to fix it? Or do you want to cancel the deal? The answers to these questions would help others give you a more definitive answer.

Did you call the dealer and notify them of it's whereabouts if you do that they can come and get it themselves.
