Neither the Democratic nor the Republican Parties truly care about the fate of the average working American, although both parties make a great deal of noise about how they supposedly support the common man. Such claims are blatant lies. The truth is obvious if you take the time to examine the Congressional Record. Both parties receive enormous funding from corporate interests and the voting record clearly reflects that America's politicians routinely sell their votes to whomever contributes the most money to their re-election campaigns. This is why a man like Bill Gates can go before Congress, pleading that he can't find enough qualified people and America's borders are quickly opened to those who seek to steal our jobs.
When I began to work in the computer industry (1970), if a company needed technical staff they were required to teach an American citizen what he needed to know to perform the job. Gradually, America's educators began to use public money to teach Microsoft's privately owned technology. Billions of taxpayer's dollars were wasted while our schools allowed every child to play with a personal computer. No effort was made to identify technically inclined students who could actually benefit from the highly technical and rigorous computer science education required to really understand what's going on with all those ones and zeros. Instead, America gave each child an equal oppurtunity to learn to use a mouse and accomplish nothing significant.
Now we find, in this era of globalization, that America's corporations expect to be provided with a continuing supply of fully qualified employees. America can't meet this demand because our educational goals were perverted by do-gooders who imagined education was about equal oppurtunities for all, rather than a vicious competition by the most able for the best possible education and brightest future job oppurtunities. While America's educators were busily boosting every kid's self-esteem, other countries were giving their best and brightest a serious technological education. Now we must compete with the children of our parent's best customers for the very jobs our parents created!
Our congress has neither the will nor the means to remedy the problem they created and there is no reason to expect them to do a single thing to protect America's technological future. It's much easier and far more profitable for them to give-in to corporate demands, throw open our borders, and busy themselves persecuting flag burners, athiests, and pot-heads.

Congress has been so lax because of the political parties. This topic is very touchy because neither party wants to look like the bad guy when it comes to reform. If the Dems do something then the GOP will criticize them and if the GOP does something the Dems will criticize them. Its all about public image.

Because when it was controlled by Republicans they completely disagreed with Bush's proposals on immigration.
Now that the Congress is controlled by Democrats, immigration reform may get done because that is the only thing that Bush and the Democrats seem to be close on.
