The little brass "thingy ma bob" that holds the washer in place, is called a jumper. Usually a valve, or stop-**** thats in line on the supply pipe, has a jumper, thats loose, and/or needs a washer as well. It is the vibration causing the hammering noise.
Piping, that is not securely fastened, usually in the roof, can be another cause.
To loosen a stiff tap, strip the entire head part, remove the spindle, clean the threads and accumulated scale, apply a little grease to the O rings and your tap should be okay.

The stiffness can probably be cured with some Plumbers grease on the faucet stem threads. Since you have already changed the washer, try going further down the supply line. Turn off the cold water supply valve under the sink. Disconnect the supply tube. Hold a rag over the valve and turn it on and off two or three times. This should clear out any debris that may have collected in it. While it is still disconnected, hold a container under the supply line and open the hot water faucet (with the cold water faucet in the open position). On some faucets, the hot water will cross over and clear out debris in the cold water tubing. Reconnect the supply line and try it.

I would suspect that you have a hot water circulation pump? A pump that circulates the hot water around the plumbing system? If so, make sure it is working, as the plumber may have left out a check valve, causing the water to mix. It sounds like where ever the kitchen hot water is connected, there is a mixing of hot/cold water going on. Maybe a stuck check valve? Just some suggestions. Good luck! .....................

You need to put in a water hammer. Just cut into the line and add a tee, then solder in a 6 inch nipple with a cap on the end.

its something wrong inside the tap that is them proble. Are you sure you re assembled everything correctly. I suggest you check the jumper inside the tap.
