FM stands for Frequency Modulation. This is a technique for broadcast that can be applied to any carrier frequency if desired. The freqs in use are determined by not interfering with existing usage and also simply by the local powers that be and scientlsts deciding what to use. Interesting fact...In the US the entire radio FM band lies between channels 6 and 7 on your TV. AM is a much lower frequency and uses Amplitude Modulation as the method to create sound frequency waves.
Walkie Talkies on FM are very low power and therefor create very little interference outside of a small diameter of area.

Each country regulates what radio stations can do - what they can program, what their operating frequencies are, etc- and, they occasionally change.

In the US, we have a range of frequecies set aside for public radio on AM and FM ranges, just like we do for Television stations or CB radios.
