It is a lighter-than-air craft. Blimps have no rigid frame - they are simply inflated skins, with engines attached outside and a control car hung below. The Goodyear blimps are good examples, as are the smaller blimps that fly around sporting events.
Blimps are different from older Zepellins, which did have a rigid structure, and from balloons which are unpowered.
Blimps are usually filled with helium, which makes them float.

Blimp is a gas bag elongated balloon, that completely collapses if not filled with helium. Like the Goodyear Blimp.
The Hindenburg was a dirigible, which looks basically the same but has a frame inside of the skin.
Interesting, that Germany, or that is, a German company has just built the worlds largest hanger to hold a dirigible that will be used to move freight shipments.

Like a balloon it is lighter than air and can be used to advertise things with, in the sky. Another interpretation is the "thought bubble" drawn above someones` head in a cartoon.

A non-rigid airship, essentially a directional helium balloon that holds it's shape through the pressure of it's lifting gas. A dirigible, or "Zeppelin", has a rigid internal skeleton, and keeps it's own shape.
