Find an age-appropriate craft kit, and ten do the craft with her.
My nieces & nephews have everything on the planet, it seems. I always buy some hobby kit (check Toys R Us and your local Michael's, Jo-Ann's or even Hobby Lobby for ideas!), and then do the kits with them. With my nieces, we've made everything from purses to flip-flops, to picture frames and candy jewelry!
What's fun is that they come to expect it from me, and the kids seem to remember the gifts, because what they mostly got was the gift of my time. My oldest niece STILL talks about the slap bracelets we made together, and that was five (almost six) years ago!!

Get her a savings bond, start a savings account for her, Give her a coupon for a day out with you to go to the park, play dress up etc. She won't miss getting a toy from you b/c it sounds like she has enough. These gifts would be more beneficial than the latest doll anyway.

seriously!!!!!!
savings bond? books? charity?.........to a four year old?
It's hard to believe that these people had a childhood too.
Sure you can give a savings bond but not to the kid but to the mother.Even if you give a million dollars the kid will not understand so you need to spend a few extra bucks on a trycicle, a doll, a ball or some other toy that is colorfull and simple enough for a 4 year old to understand.Maybe some clothes for her favourite doll...

give her the wonderful gift of teaching her about people less fortunate. Help her gather all her toys she doesn't need anymore and take her to donate it to a children's hospital or orphanage or battered women's shelter. Teach her the joy in selfless giving and helping others. Since she's four and impressionable, it will be a great formative experience and help her not to grow up selfish. Tell her that helping others is something "big girls" do.

BOOKS!!! Kids need to learn how to read well and not rot their brains playing video games, etc. The little girls these days are loving that Dora the Explorer. My nephew is 4 and loves Thomas the Tank Engine.

Balloons and a box of fun party favors, like bubble blowers. It's just stuff, not really for keeping, that can be a lot of fun. That way you can celebrate and have a good time without worrying about...things.

Doesn't matter, so long as there's lots of paper to tear off of it.
Teach her a new game or something.
