When you walked in the door and asked for one they told you they werent?
Would you complain about it? Go back later? Just mark them off your list and look elsewhere?

Oooh, sounds like what you have here is a nice juicy discrimination suit. The place to complain is your local labor board.

Many places are always taking applications and accepting resumes. They never know when someone may leave who has the same qualifications as you. Keep looking elsewhere, but there's no harm in giving them your info.

Yes for different reasons. Some need to advertise for reasons even though they are hiring in house.
I would go on to the next place.
