I've tested the power supply, hard drive, swapped memory, pulled computer apart and put it back together to make sure everything is ok, but nothing is working. Not sure if it's the processor, motherboard, or simply needs a repair install.

I forgot to mention that it was also crashing randomly before even the windows splash screen. This tells me that it's a hardware issue?

Try running Check Disk (Scan Disk Me and lower). Reinstalling Windows usually fixer your Windows based problems. Windows especially XP can be a pain to reinstall.

Boot up in Safe Mode and check the event viewer for any events with an X or an exclamation mark. It will more than likely be and X'd item throwing machine off line, if it is software related. If you find nothing wrong then a repair or complete installation might be in order. I hope this helps.
