Buy a HIGH TIMES magazine. They always have good "HOW TO" articles for indoor and outdoor growing. I think your best bet would be hydroponics.

i'm afraid it really is virtually the incorrect time of three hundred and sixty 5 days if you're in the northern Hemisphere. i be conscious of there aren't any tulip bulbs on the marketplace round my section anymore. frequently, you purchase the tulips in the fall. You plant them in a pot and shop them in a cold position (yet do not enable them freeze!). they favor such fairly some weeks of chilly formerly they are confident they have surpassed a iciness, and they're going to bloom. some bulbs are already pre-chilled even if. you are able to start them in a vase of water (in simple terms verify the bottom of the bulb touches the water, yet isn't drowning in it). or you are able to placed them in pots. some weeks formerly you want them, convey them interior or start up them in the water. what number weeks relies upon on the shape of the tulip. some are swifter than others. Water lovingly (yet no longer too a lot) and wait patiently.
