Unless you deter them in some way they will continue. Birds usually poo when they are sitting (YES SITTING)so you have to look at where they perch on or over your balcony.Perhaps you could devise a removable deterrent that you put to one side when using the balcony yourself.If the birds are doing flying poos in mid air there is not a lot you can do The only other suggestion would be to get a pet hawk and let it live on the balcony in a suitable birdhouse and tether it giving it just enough to enable it to fend off intruding birds.

The answer is easy.. But finding what you need may be not so easy. You need a statue or blowup of a large owl, or falcon to set on your balcony. This will scare the other birds away. I have seen a falcon clear out a bird feeder in half a second. Try calling your local hardware stores and see if they have one of these bird statues. It works if you can find the props. :)

The plastic owls you can buy at hardware stores and garden centres work great, but you need to move them now and then as the nuisance birds will catch on if it never moves.

shoot the pigeons. the seagulls can be gotten rid of with alka seltzer. they eat it and die.
actually using somethign like windchimes or other noise making object. Birds also hate snakes. get a rubber snake or one from a place that sells garden seeds.

Look out for a model of a kestrel,you can get them from gardening centres,kestrels hunt pigeons and pigeons don't know much, but they know a bird of prey when they see one.
