Yes, it is safe. You will need a note from your OB to give to your dentist first because they will not do the work without one. It's much worse to wait to get it filled because if the tooth becomes infected, the bacteria can harm the baby. Call your OB to get their advice and a note for the procedure. If it is not an emergency, I'd wait til your second trimester...but the doc will tell you for sure what to do.

Having dental work done during pregnancy is more common then it used to be. The risks associated with whatever procedure you are having done need to be weighed against the needs of the unborn child. Your dentist/oral surgeon should be able to tell you the risks involved and you should always consult your OB as well. Certain times during fetal development are riskier then others as well. WebMD notes the following times as being the riskiest:

" As a precautionary measure, dental treatments during the first trimester and second half of the third trimester should be avoided as much as possible."

My wife had to have emergency oral surgery (two wisdom teeth pulled) during her pregnancy just last year because the risk of infection from the already infected wisdom teeth proved a greater risk to the unborn child. It was painful for her (no anesthetic) but she gave birth to our perfectly healthy daughter in October. Just consult all of your physicians, read some material (I've included the WebMD link below) and make an informed decision.

I was a dental nurse until I gave up work for my kids. Most procedures are safe throughout pregnancy, including fillings. As long as you don't need an X ray a filling is safe. It's better to tell your dentist your expecting though as your gums are more prone to bleeding.
