Policies, Systems and Values - this should be in the employee handbook, or on the intranet site. If you still have further questions then either the HR department or your line manager.
Objectives - definitely your line manager, as these are specific to your position. Unless you are meaning the company's objectives as opposed to your own objectives, and then it might be a good idea to talk to HR or even someone in sales/new business.
That said, it depends on the company that you work for. I work in the head office of a reasonably small company, and though we do have an HR department, the CEO would be a much better person to talk to about these kinds of things. The reason being that it's his company (he set it up from scratch and still owns it) and bascially he decides how it's going to be run.

employment manual / staff guidance manuals. HR or presonnel will have a copy, or if you have a quality manager, he/she will have access to anything you want to answer.
if you still disagree - write to head office, but don't tread on toes.
if you still aren't happy confront trading standrards and question the practise, they will give you a better idea of if it is correct or wrong. again, don't tread on toes.
