If it has an excess of H+ ions then it is a strong acid

It seems to be a buffer solution like Acetic acid + Sodium acetate , which will overall show an acidic behaviour;
The other seems to be a buffer solution of Ammonium hydroxide and ammonium chloride , showing excess OH ions and another compound.
