I have a fairly new Gateway laptop with Windows XP
I installed and removed firefox and think my IE7 is corruped and I cannot reinstall IE7
I have Verizon wireless for internet
I cannot access internet options.
I purchased "Windows Live 'One Care' and it won't recognize I am connected to the internet and won't install
I have lost my internet explorer tool bars ie tools, favorites, etc
What are my concerns if I want to erase my hard drive and do a system install with the Gateway disk?

This sounds like a virus or a piece of Malware thats lodged in your system somewhere. Well, you're right about one thing, you're gonna have to do a complete system reinstall. However, make sure you back up all the files you want to keep because reinstalling your system will erase everything on your hard drive.
There really isn't too much to worry about when reinstalling your OS other than making a backup of everything you wish to keep.
However, make sure you know what you're doing. Some computer manufacturers (Compaq) make their recovery options very difficult and terribly tiresome. Inadvertenly you can cause more damage. Just do your research before hand and cross your fingers. Good luck.

Dude, Just chill... Take it Easy.... Get over the problems one at a time.... I think you need to look harder into IE7, the tools favourites and everything that was there in IE6 is hidden so that you will have more browsing space.... press alt + f and you will see the menu.. the favourites is the little yellow star icon... check it out..

Start>All Programs>Control Panel>Add or Remove Programs>Add or Remove Windows Components

then select Internet Explorer.

You don't want to do the complete re-install unless absolutely necessary.... It just ain't that much fun....

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
