I can explain the 'how', but not the 'why'.
Why is there anything at all? Nobody knows.

We have weather because of the Sun. All the living things on the Earth survive because of rain.So ,the Sun is the father of the weather which includes rain.

Uneven heating of the Earth's surface by the Sun causes weather. As warm air rises, colder, heavier air moves in to take its place. This causes surface winds and movement of large air masses. Precipitation is simply a by-product of evaporation caused by solar radiation and the subsequent cooling of that water vapor to form rain, snow and hail.
