YES IT DOES. these people are ignorant man. I've used Rogaine for three years, and it has given me a progressively thicker mustache, beard, and eyebrows. Not always a good thing, but if that's what you want, it does. Just put it on your head, not your face.

Why on earth would you want more facial hair?
