Patience my friend patience. For a thing like that, you have to be patient, you must be very giving and compassionate. You have to work slow and carefully. At best you have better take care of her first. Use lubricant that is not greasy, like K Y. It will be best if she has a bowel movement first, this way you will not be overly stretching the rectum. She might be insecure about her body. Just try telling her that she is beautiful or even being straight forward and ask her what else you can do to make her feel good. Most girls love to be fingered but this might be a different case. Or if she still wont let you do anything else and this depends on how old and if you two are in love but ask her if she wants to have sex or would be comfortable with that or even possibly waiting for sex.
