I have brown eyes and find that blues make them pop the most, especially shades more toward the teal family.
A lot of how your eyes stand out with make-up is applying it correctly.
Darker shadow in the crease of your eye and then blended outward. (use a color that's contrasting or a shade darker than on the lid)
White shadow right under the brow and on the inner corners of your eye.
Line almost the entire top lid, but narrow the line and just miss the inside corners.
Line about 1/4 of the bottom of your eye. This will make them look lined but more open.
Finish with Black mascara.
Eyebrows: Keep them neat, with an arch and not too thin.

wear a purple eyeshadow or a soft purple eyeliner. Purple is the best color to bring out brown eyes. Using a dark color like brown, will hide your eye color. Just the softest touch of purple will bring them out! Personally I think a light purple liner with a soft shade of green for eyeshadow is best.

Purple and brown eyeshadows. Dark brown liner. Big lashes. Look people in the eye when you talk to them. This should make them stand out.

Try to focus on eyes using shades of gold and cat eye liquid liner. I'm assuming this is a night look. Try lining your upper lashes in liquid liner with slight wings then dust gold along the bottom lashes and a dusty brown in your crease. Finish with dark mascara and remember, go easy on the lipstick with this dramatic of an eye. Try a sheer peach color. I like Beyonce for this look. She does it perfectly.

Try wearing green eyeshadows, they make brown eyes POP!
Plums & blues eyeshadows make brown eyes stand out too, but not everyone can wear blues, I've dark brown eyes but can't wear blue eyeshadows, they make me look like I've not slept for days, but I can wear blue eyeliners though.
It's perfectly fine to wear black eyeliner, just line it really close to your lashes!

Maybe you can go to your local department store, find someone at the makeup counter with simular features or someone who's make up looks nice. they can do a make over for you, and give you some tips. If you like the look you can purchase their makeup or find similar low cost colors. Also make sure your eyebrown are nicely manicured.

I would not bleach your hair...my eyes are so dark they are almost black but i am fair skinned so they stick out a little more...I actually find my eyes to stick out more when my hair is darker. Anyhow I would go to mac or something and ask one of their trained professionals.
