I assume we are talking chemically here? In that case, paying no attention to other physical effects, the surface of the sea is a liquid-vapour interface. This means that water is evaporating into the atmosphere (the vapour phase), while water vapour in the atmosphere is condensing back into the sea (the liquid phase). The gases of which the atmosphere is composed are also dissolving in the water, and evaporating back out of it. The whole system exists in dynamic equilibrium.
