Had a forgein immigrant show an oklahoma state issued license that said valid without a photo , but had the older version(the non thumb scan/digitial stored picture) with a picture expired . When my coworker asked her about it, the woman refused to comment about it.

I am from Pa, and I had a few issued like that. I am a Pa resident, but I am in the military, so I can stull claim Pa as my home of record, so when it comes time to renew, I can get the "Valid without Photo" license. My military ID was my photo ID, so anytime I got pulled over, I had to show both. Also, I could have an expired license and still be valid, but only if I was out of the country.
This person should have some form of photo ID. If not, then you could refuse them service.
As far as how this person did it, I couldn't tell you, but it is possible.

I believe if you are a foreigner that has diplomatic immunity here could get id`s without pictures, for themselves and family members for security reasons. And for the girl with the 1st answer, I know it was a long time ago, and cameras were not in wide use then, but drivers licenses in the 70`s had your picture on them.

I used to get them when I was in the military. Because I maintained my residence in my home state, I would get mailed license renewals that would say "valid without photo". This was 20 years ago and, of course, prior to the computer revolution, where they now have your photo on file, and can just download it onto your new one.
But with all the illegal immigration nowadays, who knows what tricks they use.

I have a friend who has a PA. Drivers License with no picture. now I don't know if its because she retired from the army or what. she also has a VA. Driver's License so who knows who this dumb government works.
