believe it or not, wal-mart has some really cute things now...target also has a very large selection that's pretty cheap...kohls has some nice stuff...aeropostale has good prices and frequently has a clearance section...
as for clothing itself, MIX AND MATCH!!! definitely go with baby tee's...you can wear them with anything...they can be worn over thermal or long-sleeved shirts if it's chilly out or layered under jackets and cardigans...get a blazer-style jacket and a neutral cardigan (black, white, khaki, etc.)...a few tank tops (good ones at aeropostale and old navy...usually have a "2 for" deal) can also work this way...get one or two GOOD pairs of jeans that won't wear out (they're worth a splurge...american eagle, aeropostale, abercrombie, hollister, express whatever fits you best)...neutral colored capri pants can be dressed up or dressed down...check out department stores too...
target has great shoes...you could get a cheap pair of flip flops to be casual, tennis shoes, and heels or dressy flats in black and brown...
aero and target both have good accessory choices...
you could also look at sites like alloy.com, delias.com, ebay, etc. to find good deals (but you would have to pay for shipping)...
my cost estimate for you would be
$40 per pair of jeans
$10 per t-shirt or tank top
$20 for a sweater or a jacket
$20 per pair of shoes
$10 for flip flops
$20 for capris
$10 for a necklace or earrings, etc.

When you go shopping, get basic pieces. Plain jeans, black pants, plain shirts. Embellishments and graphic prints either go out of style or wear off. If you are worried about being too plain, accessorize with shoes, belts, jewelry, and bags. Look for 2-for deals, they are usually on basic items. When you shop, don't pass by stores that you think are too expensive. Most shops have sale and clearance racks.
Try stores like TJMaxx, Marshalls, Ross, Burlington Coat Factory,etc. Try consignment shops. Old Navy and Kohl's usually have decent pricing and have killer sales. Find outlet stores in your area. If you are old enough, try to open store credit cards. When you do that, you usually get 15% off your first purchase and you don't have to use the card. Again, don't brush off "expensive" stores, I've gotten $5 shirts from American Eagle and $20 pants from Express. Join mailing lists (you can do this online), some stores mail out coupons. Shop often (note I said shop, not buy). You can see what products are out, comparison shop, and watch for sales. Try getting a job at a clothing store. Employee discount!!

Don't worry if your on a budget. You can go to thrift shops and find really cool vintage bargains. You can also go to places like Ross or TJ Maxx where they get all the designer clothes from stores that don't need them anymore (ex. American Eagle, Abercrombie and Fitch) You can also go to the clerance section of alot of designer stores that say have clothes that are not in season and buy shirts for 4 or 5 dollars! Have fun bargain hunting!

I make all my own cloths and my friends think they are so unique. Just buy a second hand sewing machine and yards of floral material or what ever you like, and with a black marker, trace a shape and then do the sewing. Make dresses, skirts. Cut a dozen or so squares of different material, buy a cheap pair of bootleg jeans, and sew the squares all over it, boy, I tell you, when your done you will have a really spectacular pair of trousers!. The buy a metal, chain belt. You can wear it with skirts and jeans. When making a dress, use anything you like on it. If your using pain material, you can sew what you like on it, lace, leather, images of whatever.
If you don't know how to make a dress, buy one you like the shape of. Lay it on the fabric of your choice, and draw its outline. Fold the fabric with the marked side in view and sew around it.
With one of my doll dresses I wear high stripy stockings. In the winter I wear long jumpers over my dresses and skirts with are always slightly above the knee, and dark colourd trainers which pass for shoes and look very trendy!

OK...Don't know how old you are but here's advice for any age...
First off, splurge on basic essentials. I've had jeans for about 3 years but they still fit me, and look great and because they're good quality, they don't look ripped or worn. When buying staples, you want to make sure that they're of a good quality (basic black blazer, white button shirts, pair of black pumps, basic black dress, and black or gray dress pants/ slacks). These are items that will never go out of style, therefore you don't want to get a cheap $10 pair and then have to buy another in less than a year.
I have a sense of style where I'll only buy a few trendy pieces that are in style for the season (don't want to waste my income on fads and HATE to see someone else wearing what I'm wearing), Hit up stores like Wet Seal or Contempo Casuals that sell cute tops at a bargain price for 'trendy' looks. Target and H&M also carry great pieces at even better prices (I know some people said Walmart, but for moral reasons I don't step foot there, but if you do, I'm sure they have good stuff). If you live near a city that has a down town area, shop there too. Places like Easy Pickins, Mandees, Joyce Leslie, Rainbow, etc. carry great stuff at cheap prices. I also hit stores at the change of the season (like now and towards the end of sumemr) because they have all this stuff on clearance...you'd be surprised what you can find. I pair lots of cute tops under a blazer for work and even to go out. Stock up on layering tees (I believe I saw some at Wet Seal at like 2 for $10 or something to that sort).
I also go to sample sales here in NYC and because of work get discounts at most designer stores. Talk coworkers (since your friends are of no help), and see where they shop. Go online and hunt for coupons or special sales that are only given if you're on a mailing list (I know the spamming sucks, but oh so worth it for 10% off your next purchase).
Remember, if its something you like and can see yourself wearing years down the road, then splurge so that it lasts (I won't hesitate to pay over $60 for slacks or over $100 for a pair of shoes because they'll last longer). You get what you pay for.

I would say to buy the cloths a little at a time, like buy about 3 tops and a pair of jeans. when you get home, throw out 3 tops and a pair of jean.
otherwise I dont think youll get very far money wise.

Your look should be modern & respectable! You should own jeans in different washes, pants, accessories, casual jacket, skirts, dresses,tops and shoes in solid and prints. Mainly Black, White, Red, Navy, Brown, Silver. Those go with everything! Make your wardrobe become filled with the colors of the rainbow!

go to tj maxx or kohls they have clothing to fit u an are at good price..... but try ab get some good jeans and some nice t-shirt or vest they will go a long way
