To your first question: Yes, to every single person, there is a soul mate, a one true love, their other half out there, waiting for them, waiting to be complete, waiting to spend eternity with their love.

Your second questions:
Well, it all depends on exactly who these two people are.......In some cases, maybe both were equally afraid, and because of this, they hid their feelings (or one hid them) from the other so as to hold their heart from receiving any more pain........
Also, maybe by one not noticing the other could be a lack of self confidence by that one, thinking that the other could not possibly interested in him/her.......Because of this, he/she acts like they don't care, when the reverse is really true.........Maybe it is just fear?

If they do not love each other in the same way does not mean that it is not true love......Friends can be true loves as well (to a degree, they are not soul mates, but they are true friends who you love dearly) All it means is that one may need to be raised to the other's level of affection before they will be on the same level and love each other in the same way..........Time is what is needed for this one.......

Hope i have helped in some way.

I once heard that there is a person for everyone out there. This may be correct but the person may not be the one who will cherish and love the person for the rest of their lives, It may be a love but not their true love. Love develops in stages and two people may not be at the same level of falling in love. Its OK at some point they will be. It takes time until both feel the same intensity and sometimes true love is not mutual at first and not immediate but still happens.

No...too many people refuse to look in the right place for true love. They think that it begins below the waist. As long as people look there first they are doomed to be stuck on the merry-go-round of failed relationships. True love begins above the shoulders. Once you have that all the other parts will fit.

Eventually everyone has the opportunity for true love. Some people overlook it and miss out. Some people find it and then mess it up and lose it, but find it again, others never do. You can't go looking for it, it has to find you.

And yes, it takes 2 people with mutual feelings to make it work, you can't force anyone to love you......even if you love them.

Two people almost never love each other the same way. That's why it's the miracle when it happens. I still believe after two divorces.
