You do need to use a flux or the solder will not stick. The most common flux for this is acid that is brushed on just prior to heating. You should be able to get flux at the same place you got the solder. The flux removes the oxide on the metal, the oxide layer prevents bonding with the solder. If the metal is heavily oxidized, you might need to clean it first with wire brush or similar abrasive.

Has the sharp edges been ground off on a wet grinder? If their are sharp broken edges it will pierce the foil as you apply it. Have you washed the pieces with soapy water? The oil from your hands will prevent the oil from sticking too. After it's on their use a heavy plastic palet knife (like for painting or one from a stained glass supplier) and flatten the crimped edges of the foil so that it is flush with all sides of the glass.
