one of double tube lites quit working,checked tubes with other lites and they are ok not burned out.Lighting 5 years old.Is it possible the 2 lamp rapid start ballast is bad and is there a way too check ir before i dismantle the darn thing?I have a voltage tester,Thankyou Joe

A regular voltage tester is not going to work because the ballast does not put out 115 volts. There is a way to test it but the tester is going to cost more than a new fixture. I would do this...

Take a bulb that you know is good. If it will not work in this fixture, open the fixture and check the wires. If they have separated, reconnect them. If there are no separations and the wires are connected with twist on wire nuts. remove each twist on and verify that the wires are making a connection to each other then twist the connector back on. make sure it fits snugly. Do this one at a time so you do not get confused,. If this does not solve your problem, buy a new fixture, it is the ballast.

In my experience the ballasts (as a replacement part) cost twice of what a new standard fixture would cost.

If your undercounter fixtures are real fancy, say trimmed with woodwork, I'd consider this: Buy a new standard fixture that takes the same bulb. Remove the ballast and install in yours.

you most likely need a new ballest but can probably get a whole new fixture for the price of the ballest.
