Can you clarify this please? Is it legally or morally OK? If the "spying" is being done from the outside, without any intrusion into the person's residence then it is probably legal. Morally, I find it repulsive whether it is legal or not.

Your question is difficult to understand, but I think you asked if it is okay for Americans to spy on you through your webcam. The answer is no, it is not okay for us to spy on you. However, if you fail to secure your computer it is possible that Americans or others could "hack" it, just like there are criminals in your country that could steal your possessions if you do not lock them up. And, yes, hacking your computer could include your webcam, so it would be possible for hackers, not just American, but from any place in the
world, to view your webcam if you fail to secure your computer.
