Yes she was. She and Sailor Neptune were girlfriends. This is one reason why the Outer Senshi never made it to Cartoon Network.
While shocking here, this type of storyline is nothing to the Japanese. Another interesting tidbit: Generals Zoisite and Malachite were gay lovers in the Japanese "Sailor Moon." In the Americanized version Zoisite was made into a woman.

Yes, she's lesbian. Neptune is her girlfriend. In the english dub, they made them cousins because they don't want to show kids homosexuality.
Here's an example of the change. In an episode of the show (I can't remember which one) where Serena and Darian break up, in the dubbed version, Uranus says something about maybe she should date Darian. What she really said in the japanese version is maybe Serena will date her now! That's why Serena's blushing in the scene.
