I just got an offer for a new position from company A, I also just receieved a call from another company b that is a little bit better, that wants to interview me in 2 days. I accepted company A's offer verbally over the phone, Can I still decline A's job offer if B company offers me better pay? Or am I legally locked in to company A?

You didn't say what the jobs are.

Generally speaking, yes, you can decline Company A's offer if Company B makes you a better one.

However, depending on the type of job, you may have to sign non-competes (usually for engineering or science jobs) on your first day. If this is the case, you won't be able to work for Company B for 99 years or something.

If you're in California, you're an "at will" employee, anyone on either side (you or the employer) can terminate employment at any time with or without cause. If you take the job with Company A, then later interview and get a much better offer with Company B; you could always leave Company A to work for Company B--As long as they're not in the same business and you haven't signed a "Covenant to Not Compete" contract with Company A.

Company A might try to counter-offer, but it is unlikely that they will unless you really are at the top of your game and the best candidate for that position.

Company A may become very hostile to you if you leave to work for another company and the work conditions with Company B aren't tolerable.

Also, how much is "a little bit better"? If it's just the pay, then it may not be better than the other offer. You should (or could) consider the following when looking at a job offer:

commuting distance (gas, car maintenance, actual time/distance spent getting to and from work)
benefits package
# weeks paid vacation
paid holidays?
paid sick days?
onsite gym?
regular work hours?
are you required to work nights/weekends/holidays?
do you get along well with the hiring manager (your future boss)?
are your co-workers a good group to work with?
do you have your own personal space (office or cubicle)?
what other perks are there to working for A or B?

as long as you haven't signed a contract with company A - however I wouldn't turn down a job

If you haven't signed anything yet you are definitely ok. Even if you have signed something you can probably quit with no repercussions.
