As with download limits "unlimited" (for your phone calls) is probably in 'never never land' (insofar as heavy use might make the provider class your usage as a business and they can then charge for the calls.
From memory, Tiscali charge about 8 pounds a month for their 'anytime' calls package. There are some other schemes around that price, a few tied to using a specific ISP (eg Eclipse,PlusNet) while others seem to be available without locking you to a specific ISP. Changing ISP might not be so easy, because Tiscali might have you using their own hardware at the BT exchange, and there have been problems with getting a MAC (Migration Authorisation Code) to be used with other ISPs.

I use Eclipse (14.99/month) for ADSL, but my phone line is still with BT (I get Caller Display for free using BT Privacy - www.bt.com/btprivacy for info) and then use www.1899.com for cheap phone calls to UK and abroad (I don't call mobiles)

I never thought I would recommend BT but there you go that's exactly what I am about to do: I have been with them for 3 years and hardly ever had any interruption of service. Thank God for that because when I do it is a real pain getting through to them and talking to someone halfway around the world (minimum time spent on the phone: 30 minutes). Mind you I hear all ISPs are awful. In fact the horror stories I have heard with others, my experience is that they probably would not happen with BT. My advice to you is go with the one with which the risk of problem is minimal, which is BT.
I used to pay 27 pounds a month, probably the most of any one in the country. Then I called them and got this option 1 scheme where I now pay 18 pounds. My only gripe is that I did not getting the promotion of 10 pounds a month for the first 6 months, but you would.
On price some offer you TV + internet + telephone cheaper than with BT (my phone is also with them) but I found the whole thing too complicated. Plus I do most of my expensive calls on the internet anyway. Plus I do not need dozens of useless TV channels when Freeview already has more than enough useless TV channels. Plus I do not have much time for TV anyway. What is key to me is that the broadband and the phone work at all times.
So there you are, as I said, I never thought I would recommend BT to anyone, this is so embarrassing...

I have ATT Broadband. Works great!! Price good too!!!
You can order whatever speed you think you want.
I am sure who all ISP's have some complaints.
What ever works for you, but i have good luck with ATT and they have good 24 hour support phone ,chat, or e-mail. No problem with phone 24/7 either. Good Luck

Virginmedia. com seems to be a good deal .2 meg download broadband for 10 pounds per month . The homepage is quick to load up too.

Virgin Media is fairly strong. i'm getting round a million.5 megabytes in step with 2d on a 20 mb line. Very low ping and not often any acquire limits. There are limits yet they are so extreme that it gained't count number. i have had some problems with funds (incorrect volume on the incorrect date), yet they taken care of out the themes and the relationship itself is the great i have got here across. i have been with them six months and that i'd definately advise them. I pay £35 in step with month for telephone and broadband.

I have used TCP for the last ten years, first on dial-up and then on broadband. I believe they also do phone calls as well, though I don't use this service. www.tcp.net (nice short email too!)

i was wiv tiscalli and i found them s***!
since then i have tried aol n bt .. i found aol 2 be good especially if u have kids .. now im on bt.. there ok but im finkin of changin soon
